1. The name of the invention: "Alor Pheriwala" (not in the customer's office, the office is the customer's house)
2. Background: -
A) Under the special initiative of Hon'ble Prime Minister "Electricity in every house", 100% electrification of upazilas was undertaken all over the country. Spot metering activities were started across the country under the direction of the Chairman of Bangladesh Rural Electrification Board to provide fast power to all the people of the village. Under the program, customers are notified by miking to come to a specific place on a specific day. Customers could come to the place and deposit money and get the meter connection on the same day. In order to make the meter connection process faster, hassle free and customer friendly, all the process of meter connection such as meter service drop wire, deposit receipt book, necessary equipment, 02 linemen with a wiring inspector in a rural van called "Alor Pheriwala" reached the customer's house. Electricity connection is being provided in just 5 minutes after accepting application, inspection, depositing necessary funds. Here the application fee including VAT is Rs. 115 / - as security deposit in residential case (1 KWh) Rs. 400 / -, member fee Rs. 50 / - in total Rs. "Alor Pheriwala" activities last 24th December / 2018 AD. The date started at the Harinakundu sub-zonal office of Jhenaidah Palli Bidyut Samiti. Mr. Engineer Md. Altaf Hossain, General Manager of Jhenaidah Palli Bidyut Samiti inaugurated the program in the presence of local dignitaries. Mr. Sheikh Abdur Rahman, AGM (O&M) of Harinakundu Sub Zonal Office of Jhenaidah Palli Bidyut Samiti, is the inventor of "Alor Pheriwala" program.
B) Existing problems / challenges:
According to the announcement of the Hon'ble Prime Minister, there was a challenge in the traditional way to provide electricity to households by 2021. One class of brokers harassed the helpless poor people of the village day after day with 8/10 thousand rupees. As a result, timely supply of electricity to the harassment-free homes was somewhat disrupted. Through the "light peddler" activity, the customer appears at the customer's home, not at the office. This has eliminated customer suffering. The harassment of local brokers has stopped.
(C) Source of inspiration:
Hon'ble Prime Minister Sheikh Hasina has often said, “Our service must be taken to the doorsteps of the people. "People have to think for themselves."
Power and Energy Adviser, State Minister for Power, Senior Secretary have been urging at various times to increase customer service.
Besides, the Chairman of BREB, Major General (Retd) Mr. Moin Uddin repeatedly gave instructions to speed up and improve the customer service. Instructs everyone to provide harassment free customer friendly service.
In the interest of everyone's guidance and customer service, bribery, corruption and harassment-free electricity connection has served as an inspiration to reach the customer's doorstep through the "light peddler" program.
D) What steps were taken:
As per the announcement of the Hon'ble Prime Minister, "Aloor Pheriwala" program has been taken up to provide electricity facility to all the households by 2021 and to provide faster and hassle free customer service.
i) Miking, posters, leaflets have been promoted for customer awareness.
ii) Motivation meetings have been organized with the general public in different upazilas, union parishads, schools, colleges, hatbazars.
iii) Promoted on local DIS channels.
(E) How the implementation challenge was dealt with:
In order to increase the scope for customer service with new connections, the Chairman of BREB instructed to start the activity of "Alor Pheriwala" through 10 vans in 60 rural areas every day through 03 video conferences on 03/01/2019.
Local brokers were tied to the implementation of "light peddlers". The challenge has been addressed in the implementation of the law in collaboration with the law enforcement agencies and customer motivation.
(F) Measures taken for sustainability:
The “light peddler” van is going from door to door at the customer’s doorstep. With the provision of electricity to households in Bangladesh by 2021, the Chairman of BREB has instructed to use the following multi-purpose activities to make the "light peddlers" activities sustainable.
i) The “light peddler” will resolve customer complaints on the spot as mobile complaint center.
ii) Will inspect the line while going from village to village and will immediately solve the minor maintenance work obtained in line inspection.
iii) Perform meter replacement, reconnection and disconnection work.
iv) Distribution transformer will perform overload / underload / load splitting work.
v) Will collect arrears and collect revenue.
vi) Motivate customers to steal electrical goods and use electricity in a safe manner while traveling from village to village.
3. The beginning of change
(A) Where even 10 years ago, getting electricity was a dream for people. The people of the area who used to get electricity for only 4/5 hours in 24 hours day and night, day after day, month after month, even year after year to get the power line in their homes or business establishments did not get the desired electricity. Even with thousands of rupees, where the power line is not connected to the forehead of the people, there is only 5 minutes to go home.
That's getting the electric line. This is really a dream. Which has become a reality through the Jhenaidah Palli Bidyut Samiti. Just like the current load shedding of the service of Palli Bidyut Samiti is an unimaginable thing, the electricity meters are being delivered to the houses of the people by van at the initiative of Palli Bidyut Samiti. Under the rural electricity door metering program, activities have been started to connect the rural electricity to the houses of the common people of the upazila by van and to deliver the meters. On 24th December 2017, General Manager of Jhenaidah Palli Bidyut Samiti inaugurated the metering program "Alore Pheriwala" Palli Bidyut Duar, an innovative initiative invented by AGM (O&M) of Harinakundu Sub Zonal Office of Jhenaidah Palli Bidyut Samiti.
